The country’s largest private security company settled a lawsuit filed by a Denver artist who was assaulted by one of the company’s guards, hours before Denver City Council rejected a proposed three-year, $25 million contract with the company.

The settlement is tentative and subject to approval, Jeremy Lee, a spokesperson for Allied Universal told Council members late Monday night.

Allied Universal and the Regional Transportation District on Monday settled a lawsuit filed in April by Raverro Stinnett, who was waiting for a train on April 20, 2018, at Union Station when one of the company’s guards took him into a bathroom and beat him while other guards watched.

Stinnett, suspected of no crime, suffered permanent brain damage that hindered his promising career as an artist.

The assault was central in the City Council’s discussions about the contract. Many residents urged the group to shoot down the agreement, invoking Stinnett’s name in the process. Clearly a majority on council agreed.

“Allied, y’all have a credibility problem,” Councilman Chris Hinds said.

Councilwoman Candi CdeBaca expressed disappointment that the company’s contract was up for discussion at all.

“We have no standards, we have no expectation for the protection of life, we have no intent to do the hard work of finding out what really makes people safe,” CdeBaca said.

No council members spoke in favor of the contract immediately before the vote and ultimately council members Stacie Gilmore, Paul Kashmann, Amanda Sandoval, Amanda Sawyer and Jamie Torres joined Hinds and CdeBaca in opposing the contract.

Three of the guards involved in Stinnett’s assault were convicted of criminal charges and were fired by the company.

The assault also prompted questions at RTD, which contracts with Allied for the security guards at Union Station. Some members of RTD’s Board of Directors in August tried to terminate the district’s contract with Allied Universal because of the assault and ongoing protests about law enforcement, but failed to garner the necessary votes.
